Izolsky is the name of the Russian Foreign Minister. He has been becoming increasingly pro-France in recent months due to cultural and economic linkages between France and Russia, initiated by Viviani, the French Foreign Minister. You know that this will eventually lead up to the Franco-Russian Alliance of 1894.
You meet him in the Russian Capital. You two have Russian cavier and vodka, relaxing and talking. However, it is still very much serious diplomatic business, and both of you know it.
He offers you a proposal: If you sign an economic accord with Russia, liberalising trade between your two countries, he will agree to tone down the exchanges with France. You know that this will decrease the chances of Russia and France signing the Alliance Pact that proved so disastrous for German fortunes. It may even avert the war. However, this economic accord benefits Russia more than Germany, as Izolsky wants the agricultural sector to be liberalised, and Russia's agricultural sector is much bigger than Germany's. Russia's agricultural imports would overwhelm Germany's markets, and may lead to the economic collapse of Germany's agricultural sector. This would cause social unrest which may precipitate a social crisis in Germany, leading to a war that may be even worse than WW1.
