Penguin Chief

The head of the Penguin Force. Attained this position after the his predecessor died in a boot lace-related accident. (see Claudia, IT) There is some controversy regarding this accident as to whether it was an accident at all, and not an elaborate plan formed by his successor. However, no official investigations have been led, since the general consensus is that the current Penguin Chief is much more efficient than the last.
The Penguin Chief plods from desk to desk collecting the scripts before pasting them, slowly and deliberately, into the scrapbook. With the Penguin Chief's great gift of languages, he would often read to Inu from the book that follows:
